What parcel value clears without customs
For individuals the EUR 150 threshold applies to the invoice value of the goods: the delivery cost to Ukraine is not included. If the invoice value does not exceed EUR 150, the parcel clears without duty and VAT. Example: goods EUR 180 with EUR 100 delivery — the threshold applies to EUR 180, so 10% duty and 20% VAT are charged on the EUR 30 excess. For companies and sole traders the rules differ — the customs value includes goods + delivery + other invoice costs.
